Description:

The Program Manager - Technical Procedures must have a strong commitment to safety and compliance values. Reports to Manager, Compliance System Records (CSR) . This role has direct responsibility for managing a team of Coordinators in the Monitor Records group of CSR. Will provide technical leadership and mentoring in Delta's High Performance Attributes (HPA's) for individual and team performance management.
Accountable for accurate and complete set-up of all Monitor (MON) log forecast number tracking and compliance system updates for airframe and component Time Limited Repairs. Assignments include, but are not limited to:
Develop and continuously improve standardized processes that ensure time control compliance for corrective action on all time limited repairs in accordance with the appropriate technical source document (SRM, ER/A, etc.)
Provide technical oversight to the time control setup and system update activities of SCEPTRE forecast numbers for the MON log process.
Execute and oversee MON log time control compliance reviews.
Establish and maintain goals, performance metrics and compliance status reports for the MON log process on Time Limited Repairs.
Works closely with peers in CSR and in other departments to ensure MON log time control compliance, specifically Line Maintenance, Base Maintenance, Maintenance Control, Maintenance Planning, Material Planning, Quality Control, Engineering, Production Control and Supplier Operations.
Ensure MON log documentation and compliance records are supported by accurate LMOS/SCEPTRE transactions, executed to meet compliance standards per TOPP policies and procedures.
Process and monitor the record-keeping activities for maintenance scheduled and performed on Delta aircraft and equipment is in compliance with Federal Aviation Regulations and internal TOPP policies and procedures.
Practice safety conscious behaviors in all departmental processes and procedures.

Requirements:

A&P license is required. Ten years related industry experience is required, including three years Delta TechOps experience in a related discipline, is preferred. A thorough understanding of Delta's TOPP policies and procedures around time control compliance standards is highly preferred. Must demonstrate a strong technical knowledge of aircraft, systems, structures and major assembly configurations. Must have working knowledge on the use of OEM technical manuals and source documents, including SRM, IPC, AMM & Service Bulletins. Must be able to interpret engineering documents for content, effectivity and time control limitations, such as Engineering Order (EO), Engineering Repair Authorization (ER/A). Must have working knowledge of SCEPTRE, and should understand how different business units work in the blended core systems (SAP, MIRS & SCEPTRE) across Delta TechOps. Green Belt certification is a plus. To be successful, applicant should be self-motivated and able to perform daily responsibilities satisfactorily under pressure with little supervision. Must be able to prioritize work in a rapidly changing and dynamic operational environment. Should have strong computer skills with experience in MS Office Suite Word, Excel, Access, Powerpoint and Visio. This position requires patience, effective listening and exceptional organizational skills. Effective communication skills, oral and written, along with strong presentation skills are desired. Must have the ability to work independently, and be able to lead and manage Teams in multiple locations. Must be able to produce accurate results in a highly demanding technical environment with critical time constraints. Must be willing to travel on short notice, work extended hours, weekends, and holidays as required to support operations.
