Description:

Reporting to the Vice President, Flight Operations the Director, Network Control is responsible for the daily management and oversight of the System Operations Control Centre (SOCC).
Oversee and monitor daily flight schedules while providing effective solutions during Irregular Operations (IROPs) events or any other unusual condition which may affect the integrity of the flight schedule
Provide leadership and coaching that promotes the professional development of all staff both technically and interpersonally to foster the development of a strong, highly motivated, professional culture within the department
Encourage and assist the Crew Scheduling and Maintenance Control departments with establishing coordinated efforts to support all SOCC operational decisions, particularly during IROPs
Ensure compliance with Canadian Air Regulations (CARS) at all times within the department and report any non-compliance immediately to the Director, Flight Operations
Collaborate with the People and Culture Business Partners when dealing with disciplinary action of staff
Liaise with the Director, Airport Operations and outstation managers to help solve down-line issues affecting the company-wide network on-time performance
Interact with Director, Flight Operations to help resolve repeated crewing issues affecting network on-time performance and aircraft flow
Liaise with the Director, Flight Technical, regarding efficiencies to be gained in aircraft flow in and out of YTZ
Collaborate with Director, Commercial Planning concerning potential scheduling anomalies and areas of opportunity for enhancing the ability of the company to improve on-time performance
Participate in airspace and approach meetings with NavCanada
Introduce departmental policies and procedures as necessary to promote positive departmental growth in line with the needs of a growing fleet and aircraft schedule
Investigate current and new technology for ways to improve efficiency within the department which includes recommendations of third-party software and communication products
Prepare the annual budget for SOCC, ensuring an accurate estimate of foreseeable changes to departmental headcount and organizational structure to accommodate known aircraft and route expansion
Complete annual staff evaluations for the department and provide recommendations for coaching, promotion and salary adjustments
Act as a subject matter specialist for SMS Investigations related to any SOCC procedures or decisions
Actively participate in Porter’s Safety Management System (SMS) including, reporting hazards and incidents encountered in daily operations understand, comply and promote the Company Safety Policy
Other duties as assigned

Requirements:

QUALIFICATIONS:

University Degree or equivalent work experience
Minimum of fifteen years of operational experience gained in an aviation SOCC environment
Experience as a commercial pilot or airline dispatcher is considered an asset
Clear understanding of operational excellence, quality, health and safety, technical issues and On-Time Performance
Proven ability to perform and think clearly in high pressure and technically complex situations in a 24/7 business making critical decisions using available information and past experience to make judgment calls
Strong organizational and time management abilities with a high attention to detail
Ability to maintain and ensure accuracy of large quantities of information
Strong people management skills
Excellent oral and written communication skills
Ability to obtain and maintain security clearance for the airport
Ability to travel as required
