To assure through reviews of regulatory requirements, incident investigations and periodic audits of engineering facilities, engineering functions and inspection standards that airworthiness requirements are achieved as per GCAA, EASA, FAA and other National Aviation Authorities (NAA's) regulations.
Job Outline:
To monitor and review all mandatory requirements (Airworthiness Directives, Alert Service Bulletins and other Mandatory Requirements) for their applicability to Emirates fleet in order to ensure that the individual aircraft certificate of airworthiness is not compromised.
To review all GCAA, EASA, FAA and other NAAs regulations to access their effect on Emirates Engineering Approvals in order to assure that regulatory requirements and standards are maintained and to pre-empt any effect on Emirates approvals and aircraft to ensure continuous unaffected operation.
To review existing Engineering Procedures and any amendments which are necessary due to changes in applicable regulartoy requirements, aircraft technical configuration or changes in maintenance activities through development of capabilities. To produce necessary regulatory Manuals (Expositions, Quality Manuals, Master Minimum Equipment Lists (MEL?s), Engineering Procedures Manual) as necessary for the continuation of regulatory approvals.
To perform audits, record any non-conformances and recommend corrective measures when necessary of all engineering functions, Engineering Outstations (EK and supporting airlines), Suppliers, Maintenance, Overhaul, Technical Services, Stores and other support sections in order to ensure that the functions are in conformity with GCAA, EASA, FAA regulations as specified in the schedules of approvals granted to Emirates Engineering. To perform fuel and water inspections in accordance with IATA IFQP and IDQP standards at the allocated airports/stations.
To monitor the quality of work produced by licensed engineers, approved technician and mechanics meets the requirement of the airline in terms of operational safety.
To review regulations pertaining to validity of licences, approvals held by engineers and run a system of up-dating each individual's file in view of training and certification enhancement. To recommend the issue of approvals/authorisations to engineers, technicians and third party agencies for the maintenance release of aircraft.
To review and analyse changes to Master Master Minimum Equipment Lists (MMELs) as published by type certificate holder/aircraft manufacturers and author the EK MEL for use by Flight Crews and Engineering.
To assist the HF Manager by reviewing engineering safety reports submitted into the corporate safety database, SiD, and notify the GCAA and other appropriate authorities/airlines of reportable occurrences in accordance with published guidelines.
Investigate and identify probable cause of reported occurrences and issue corrective recommendations as necessary following aircraft incidents/accidents/occurrences to ensure the highest standards of airworthiness are maintained.
To assist the HF Manager by reviewing technical delay reports for technical quality, and enter report data into a quality database for trend analysis. Periodically produce trend analysis and make recommendations to improve Quality Control within the Maintenance environment, whilst maintaining the highest standards of operation.
Requirements:
Qualifications & Experience
12+ Years experience working in an aircraft engineering environment, preferably with experience in a Quality Assurance or regulatory environment.
Degree in Aeronautical Engineering or an Aircraft Engineering Apprenticeship.
Knowledge/skills:
Indepth knowledge of airworthiness, air legislation and modern quality assurance techniques
Aptitude for computer techniques and knowledge of ISO 9000 principles and audit procedures
